Operational Plan

In 2021, the Labour Market Information Council (LMIC) launched its Strategic Plan for 2021–25. The plan charts a path forward that enables LMIC to better support Canadians in navigating the world of work.

This Operational Plan for the 2022–2023 fiscal year1 outlines the objectives and activities that LMIC will undertake to make progress toward its strategic goals.

LMIC is an independent, non-profit organization established in 2017 under the directive of the Forum of Labour Market Ministers. Our aim is to work collaboratively across all orders of governments and with other stakeholders to empower Canadians to make informed decisions by enabling access to quality, relevant, comprehensive data and insights across the pan-Canadian LMI ecosystem.

Guide LMI systems

Strategic Objective:

Foster an innovative LMI ecosystem

This fiscal year, LMIC will focus on fostering an innovative LMI ecosystem for the career services sector—the professionals at the frontlines who are helping Canadians find training programs and explore their career options.  

Labour market information is most impactful when it is personalized for individuals. Career development professionals play a key role in contextualizing and interpreting LMI. To help these professionals access, understand and use LMI, LMIC will provide innovative tools, guidance, and training.

2022–2023 fiscal year activities:

Co-design LMI tools with career development practitioners. LMIC will collaborate on the design of LMI tools with key partners, including Université Laval and myBlueprint. 

Develop an LMI microcredential program. In collaboration with the Canadian Career Development Foundation, LMIC will develop LMI microcredential courses for career development professionals to introduce them to essential LMI concepts and data sources.

Career services mapping. LMIC will bring greater understanding of the pathways that individuals follow when they use career services, and of how labour market information is (or can be) integrated into these interventions to support better outcomes. 

Strategic Objective:

Collaborate with stakeholders to address LMI priorities

This fiscal year, LMIC will collaborate with stakeholders to address LMI priorities, with a focus on addressing emerging and persistent LMI priorities and gaps identified through our ongoing engagements with stakeholders across the pan-Canadian LMI ecosystem.

2022–2023 fiscal year activities:

Track trends in online job postings. LMIC will enhance the Canadian Job Trends Dashboard with new, more relevant information and will improve the user experience related to accessing real-time job and skills demand data.

Identify stakeholder LMI needs. LMIC will collaborate with Statistics Canada to survey and report on LMI stakeholder needs across the pan-Canadian ecosystem.

Engage in conferences, webinars and events. LMIC will participate in conferences and speaking engagements to promote the availability, use and understanding of LMI. 

Enhance LMI practices

Strategic Objective:

Encourage the adoption of best practices in the generation, analysis and dissemination of LMI

This fiscal year, LMIC will encourage the adoption of best practices in the generation, analysis and dissemination of LMI, with a particular focus on underrepresented and equity-deserving groups.

2022–2023 fiscal year activities:

Identify LMI best practices that serve underrepresented groups. LMIC will develop insights into the state of labour market information for underrepresented groups. Areas of focus this year will include identifying best practices in measuring job quality, helping newcomers thrive in Canada’s labour market, and identifying LMI gaps related to persons with disabilities.

Measure and track shortages. LMIC will guide technical working groups with government partners to identify best practices related to methods for tracking labour market tightness and will share the insights gained with our wider network of stakeholders.

Develop an Indigenous LMI strategy. LMIC will begin to develop an Indigenous LMI strategy to guide future partnerships and areas of focus.

Strategic Objective:

Promote labour market information consistency and coherency

This fiscal year, LMIC will promote labour market information consistency and coherency by contributing to the clarity of LMI terminology, data and methods.

2022–2023 fiscal year activities:

Expand WorkWords. LMIC will expand its online labour market encyclopedia, WorkWords, which provides definitions of key labour market terms, data, uses and concepts.

Update annotated bibliography. LMIC will provide monthly updates to the Future of Work annotated bibliography and will continuously enhance this resource on emerging LMI research.

Provide insights into employer training. LMIC will work with the Future Skills Centre to provide insights into skills training offered by employers in Canada.

Integrate LMI into educational pathway tools. LMIC will work with the British Columbia Ministry of Advanced Education and Skills Training and the Organisation for Economic Co-operation and Development (OECD) to support the integration of LMI data into post-secondary education career pathways tools.

Champion LMI access

Strategic Objective:

Enable access to LMI across the pan-Canadian ecosystem

This fiscal year, LMIC will enable access to LMI across the pan-Canadian ecosystem by continuing to enhance the LMIC Data Hub.

2022–2023 fiscal year activities:

Make Data Hub enhancements. LMIC will maintain and improve Data Hub operations and expand documentation and “how to” guides for partners.

Develop an easy-to-use dashboard to access the Data Hub. LMIC will launch a Request for Proposal process to develop an easy-to-use, front-end interface for the Data Hub.

Strategic Objective:

Promote and support the use of LMI

This fiscal year, LMIC will promote and support the use of LMI by establishing a framework for partnerships and expanding the LMIC Data Hub. This includes assessing opportunities for additional support, services and expertise from LMIC.

2022–2023 fiscal year activities:

Develop landscape assessment. LMIC will conduct a market analysis of labour market data products in Canada to position the LMIC Data Hub for expansion, scale and partnership while avoiding any duplication of effort.

Create a partnership engagement framework. LMIC will develop a framework for powering systems of partners with high-quality, up-to-date labour market information. The engagement framework will help ensure that the highest-impact projects, such as those that aim to support equity-seeking groups, are prioritized.
