About David
David Beaulieu is the Assistant Deputy Minister for the Strategic Policy Division of Ontario’s Ministry of Labour, Immigration, Training and Skills Development.
In his current role, David is responsible for both policy development and data analytics. The division’s mandate includes policy and legislative development in a wide range of workplace issues, including labour relations, health and safety, employment standards, workers’ compensation and related areas. The division also leads intergovernmental initiatives and coordinates broader, cross-ministry initiatives.
The division’s mandate also includes responsibility for the Data Analytics and Research Branch, as well as the Labour Market Information and Research Unit. This unit provides labour market information and research services to support initiatives such as employment and training system transformation, apprenticeship system modernization, and other labour market and workforce policies. The unit leads the Ontario government's public-facing platform, the Labour Market Information website.
David has worked in the field of employment, labour law and policy for over two decades and has spent most of the last 20 years with the ministry. During this time, he has led and been involved in multiple major legislative and regulatory development initiatives, mostly but not exclusively in the areas of labour relations and employment standards.
