About Felix
Felix B. Simoneau is the director of the OCE (Observatoire compétences-emplois), a knowledge transfer research organization based at the Université du Québec à Montréal. The OCE’s mission is to encourage and support labour market players in their reflection, decision-making and actions aimed at developing, and promoting greater recognition of, workforce skills in Quebec. His duties include helping to develop and implement research projects and coaching initiatives geared to building capacity among labour market players. Mr. Simoneau also fosters partnerships aimed at promoting the dissemination of labour market and workforce skills development information in Quebec and Canada.
Mr. Simoneau holds a bachelor’s degree in education and a master’s in occupational sociology and boasts several years of management and research experience. He has worked as an executive director for a social economy enterprise and participated in over 15 university-led research projects. He is particularly knowledgeable about Quebec workforce development policies, the skills of the future, training-employment matching and the assessment of skills development projects. He is a member of GEVAPP, a research group for the evaluation of professional practices based in Lausanne, Switzerland, and sits on the adult education policy advisory committee of the Institut de coopération pour l’éducation des adultes.
