About Karen
Ms. Charnow Lior has worked in the area of workforce development policy and programs for over 20 years. She is a former Principal at the Toronto Workforce Innovation Group, Toronto’s workforce planning board, where she spent 12 years in the role of Executive Director. She was the Executive Director of A Commitment to Training and Employment for Women, a Senior Policy Advisor at the Ministry of Advanced Education and Skills Development and the National Representative on Training at the Canadian Labour Congress.
Ms. Charnow Lior is the author or editor of many articles including, “Shopping for Training”, “Still Shopping for Training”, “Innovative Approaches to Apprenticeship” and “Making the City: Women Who Made a Difference. She has a Master’s Degree in Environmental Studies from York University. Ms. Charnow Lior believes in working on small pieces of a problem at a time, gradually connecting the pieces to create meaningful social change.
