Immigration backlogs have ballooned throughout the pandemic. In June 2022, the Canadian Employee Relocation Council (CERC) conducted a survey with organizations that regularly access the International Mobility Program (IMP). Reportedly, 97% of organizations hire talent through work permit programs and 53% hire via economic immigration pathways.
Recent IRCC processing delays, however, have a negative impact on these businesses. Due to these delays, 94% of organizations have cancelled or delayed projects. For 55% of them, this has resulted in lost revenue. Several Canadian universities also responded to the survey, with 29% reporting cancelling or postponing educational programs as well as delaying research projects.
Participants offered five areas of improvement for IRCC:
- Provide employers with efficient and predictable processing times
- Create a program that provides labour market impact assessment exemptions
- Fast track applications in high-demand occupations
- Hire more staff to modernize the outdated processing systems in place at IRCC
- Implement a Trusted Employer Program for those that hire international talent
