This report highlights how Canada has no comprehensive approach towards lifelong learning. Thus it still stands below the top-performing countries in skills development. Of particular focus, are adult education and essential skills training. Additionally, the report highlights the large participation gap in training between high- and low-skilled and educated people.
The benefits and barriers to training, and the effects of the COVID-19 pandemic on skills, are also discussed. Skills development and lifelong learning strategies in Canada are compared to international counterparts such as Germany, Singapore, and others.
Reviewing skills development efforts by federal and provincial governments, the report provides recommendations on improving existing programs to tackle short-term skills issues related to the pandemic, and to develop a system of lifelong learning.
